I asked the woman who'd dealt with all my stuff there over recent months as I was there to see her to pick up the visa. She knows me pretty well by now and she was insistent that I needed it now. They may be confused, and you hear different things from different FMS employees anyway about various issues. But I'm obviously eligible for an INN as they gave me one, and it has no expiry date on it, so presumably doesn't need renewing, so I don't think it does any harm to do it now even if it's possible to hold off until later. But then given my change in circumstances, it's especially important to me to be completely certain that I have everything in order.

PS - There was something wrong with the links I supplied above, and I hadn't reviewed them (just copied and pasted them from an old email), so I edited my post to delete them.
